Seven Priorities for the New Scottish Parliament: A Wellbeing Economy Agenda for Scotland in 2026 and Beyond

WEAll Scotland has today published a new paper setting out seven priorities for the new

Scottish Parliament, outlining practical steps that can help build a fairer, greener and more resilient Scotland.


The paper argues that Scotland faces a series of interconnected challenges, including rising living costs, widening inequality, pressure on public services, climate change and declining trust in democratic institutions. Rather than treating these as separate issues, it calls for a Wellbeing Economy approach that puts people, communities and the environment at the heart of decision-making.


The seven priorities are:


  • Put wellbeing at the heart of government

  • Ensure everyone has enough to live with dignity

  • Make Community Wealth Building a national success story

  • Create a new economic strategy for the future

  • Deliver climate action and nature recovery at scale

  • Use tax and public finance to build the Scotland we need

  • Renew democracy and shift power closer to people


Together, these priorities provide a roadmap for turning Scotland's existing ambitions on wellbeing, fairness and sustainability into practical action. The paper highlights opportunities to strengthen the National Performance Framework, advance a Minimum Income Guarantee, deliver Community Wealth Building, invest in climate action, reform taxation and deepen democratic participation.


The publication comes at the start of a new parliamentary term and follows a Scottish Parliament election that has created both challenges and opportunities for change. WEAll Scotland believes that a more plural Parliament offers an opportunity to build consensus around improving people's lives, strengthening communities and protecting the environment.
